The Citizens Panel is a relatively new method of participation consisting in the selection of a random group of people whose role is to resolve a given issue from the perspective of the common good of a given community. The assumption of the citizens' panel is to make decisions based on the fullest knowledge and after getting acquainted with the positions of all those interested in the topic of the parties. One of the basic elements of the citizens' panel is deliberation, that is a discussion about the aspects of a given case among panelists, considering various solutions, reasons, and pros and cons.

The goal of the Citizens' Panel is to better manage the city in such a way as to meet the expectations of residents as much as possible, by creating opportunities for dialogue between experts and citizens.
To address the subject of air quality improvement in Lublin, a group of 60 residents and 12 people were invited as part of the reserve panelists within the citizens' panel. The scope of panel topics included issues of heating, transport and spatial planning. Invitations to participate were sent to 12,000 residents (440 women and 312 men from all districts of Lublin applied for participation in four age categories). The panel met for six Saturdays. During the first three meetings, the panelists got acquainted with the subject, listening to expert speeches and the positions of representatives of non-governmental organizations. For three consecutive Saturdays, recommendations were worked out. Of the approximately 250 recommendation proposals, 55 were supported at a level of at least 80 percent.
