PN-ISO 371202015-03 Standard MANAGEMENT OF URBAN SERVICES AND QUALITY OF LIFE is, in a simplified way, called the "smart city standard" and allows to standardize the city's level of development in social, economic or environmental terms, the quality of urban services and the standard of living of residents. It was developed in 2014 by the international organization World Council on City Data based in Canada, and in 2017 was adopted by the Polish Committee for Standardization. The standard provides tools for comparing changes taking place in a given city at a given time, and introducing possible corrections in the city's policy. It allows measuring the effects of managing urban services and quality of life, exchanging best practices and planning sustainable development.
PN-ISO 371202015-03 urban MANAGEMENT SERVICES AND QUALITY OF LIFE allows evaluation of the results of activities carried out in the city and the degree of their effectiveness. What is more, it helps to identify areas of life in the city that require immediate action. By adopting consistent criteria, the standard enables benchmarking between other cities, providing reliable results.
The main objective of Lublin's accession to the certification process under the "PN-ISO 371202015-03 Standard MANAGEMENT OF URBAN SERVICES AND QUALITY OF LIFE" was to create reliable normalized data that will help the city build basic knowledge in the decision-making process and enable global benchmarking. Published in May 2014 by the International Organization for Standardization in Gevena the ISO 37120 standard is designed to support cities in effective management by defining a transparent calculation methodology for 100 indicators defining various aspects of the city's functioning. These indicators have been unified in 17 categories, related to issues such as: economy, education, environment, finances, health, safety, transport, recreation, energy. The city of Lublin has obtained a certificate for compliance of measurement methods with ISO Standard 37120 for as many 96 out of 100 indicators. This was possible thanks to the several months of work that began with a thorough analysis of the methodology described in the standard and the definition of data sources to carry out the necessary calculation. This longest stage ended with creation of sustainable development report was carried out by the Strategy and Entrepreneurship Department and it would not have been possible without very good cooperation of other organizational units of the Lublin City Office and external entities.
